Plant Construction/Engineering

An open welder or fitter position costs you €5,000–25,000 a month — in orders, subcontracting and penalties.

TESDA-certified welders, pipefitters, metal fabricators and assemblers from the Philippines, most with 5+ years on international industrial projects. “Welder” is on the 2026 shortage occupation list — 4–7 months to productive work; other plant-construction roles run equally through Other Key Workers. Fully legal. Free of charge for employers.

The problem

Have you priced a vacancy in penalties and subcontracting?

The familiar arithmetic: the order is there, the shift is short-staffed — the deadline slips. Then a choice of bad options: subcontracting at double rates, penalties to the client, or overtime for a core crew already at its limit. In total, every open welder or fitter position costs a mid-sized company €5,000–25,000 a month. And it won’t be filled locally. For welders the shortage is recognised at state level — on the 2026 Mangelberufsliste; for the rest of the plant-construction trades the Red-White-Red Card runs just as reliably through Other Key Workers.

Tight on time

By February 2027 the full cycle no longer fits. A realistic ready date: March 2027. If the shortage repeats every season, now is the time to break the cycle.

A planning guide, not a guaranteed processing time: actual duration depends on the position, the completeness of documents and the authorities’ workload.

“Welder” is on the 2026 shortage occupation list — the RWR track is shorter: 4–7 months to productive work. Other plant-construction roles run through Other Key Workers on a comparable standard track; the route is chosen per candidate.

Why it works

Why Filipinos for plant construction

TESDA certification.

The Philippines’ state vocational system; certificates recognised by employers worldwide.

International experience.

Most candidates: 5+ years on industrial projects, often in the Gulf — shipyards, steel construction, plant, oil & gas.

Experience over recognition — two RWR routes.

Welders use the simplified shortage-occupation track (no labour-market test). For pipefitters, fabricators and assemblers, the Other Key Workers track applies: a points and salary threshold, without leaning on recognition of a specific qualification. A university degree, even outside the trade, earns points.

Screened for your QMS.

Candidates are vetted against your requirements before departure; qualification tests to your standards (EN ISO 9606 etc.) are agreed in advance.

Honest expectations

What we say openly — before signing, not after

  • Certificates to your standard (EN ISO 9606-1/-2, ASME IX, AWS D1.1) — we verify and, where needed, organize through our partners requalification; this is built into the timeline.
  • German is basic at the start — for the shop floor, English and internal instruction are usually sufficient, but we discuss the language plan honestly.
  • Pay follows the rules: at least the Kollektivvertrag (KV) rate and/or the salary threshold of the relevant RWR category; AMS and the immigration authorities assess each case.
  • Housing near the plant is a key retention factor.
